Community-led stock transfer

In 2006, Tenant Empowerment Grant became available to support council tenants who wanted to take the lead on looking at stock options and possible transfer of the homes on their estate to a new community-based landlord. This was followed up in 2008 by the Housing and Regeneration Act including clauses that would ensure that councils co-operated in this process.

Partners in Change has already been working with tenants in Wolverhampton and Hull on pioneering transfer and regeneration projects and we have assisted the government and TSA on national policy around this.
